Aluminium is best for the little guys, as at their size and weight, the weight of the bike matters. But there are lots of chromoly ones that are good and light too. The Redline mini would be fine and is a great little bike, even the older ones. There are so many around because they are a decent bike, and light too. You should be able to pick up a decent 2nd hand race mini for about $250 -$300 AU.
Remember that a decent fitting helmet is important too.
Other breeds of bike to think about are GT, Free Agent, Mongoose, Haro, Specialised. These are good reliable names too.

Most important thing is for him to have fun. Nearly all kids in our club started on their kmart special yard bikes.
When you see your little man having fun, you might want to get a bike for yourself and have ago too. :)
