    Most road racing bikes have the “drop” handle bars that you are NOT looking for. What type of racing are you planning on doing?

    A “racing” bike with straight bars is generally referred to as a cafe bike. I assume that you don’t intend to race on it.

    The general category is termed fitness bikes. These are close to race style road bikes but with strait bars. You will find similar bikes in many manufacturers sites:

    At $400 I’d check EBay and Craig’s List for used models as many new models will be more expensive than your budget.
