With gas going the way it is, I think the fuel-free options are the best ones. I do mass transit, but see people biking all over the place & would like to get in on it. This would be my first serious biking endeavor for almost 20 years.

Get something with a Spanish bottom bracket. As opposed to Euro and American (Standard) bottom brackets, they are a lot simpler and smoother. Also, look for stress cracks in the frame.
